| 高等教育公费制度改革以后，学生开始承担部分费用，由此产生了经济困难学生群体，教育资助政策也应运而生。教育资助政策具有公共物品属性。对公共物品排他性标准的科学界定避免了教育资助政策实施过程中的“搭便车”行为。政府在政策落实过程中协调好各方利益关系是实现供给方式最优选择的关键。 |

| The reform of the higher education at public expense system makes student families bear part of the cost, which results in student groups with financial difficulties. Education subsidy policy thus came into being. This paper discusses the essential attribute of the funding policy and holds it should be of public goods. The scientific definition of the exclusive standard of public goods avoids “free rider” behavior in the implementation of the policy. The key for the government to choose an optimal supply mode is to coordinate the relations of interest among different parties in the implementation. |
