| 我国互联网管理的基本模式是政府主导型管理，以立法管理、行政监督、技术控制、行业自律等手段进行网络控制与导向。所形成的基本特征是：发展与控制并行不悖；政策与法规相结合；社会监督与个体自律并重；适应网络经营者成份多元化的分类管理。 |

| The basic mode of internet management in China is that it is government dominanting, to guide and control the internet through the legislative management, administrative monitor, technical control and internet industry self discipline. Therefore, the basic characters developed are: to develop and control parallelly with no conflicts; to combie policies and rule of laws; to pay equal attention to social supervision and individual discipline; to adopt classified management of internet multi component operators. |
