摘要：胡锦涛总书记在中共十七大报告中系统阐述了科学发展观的基本内涵和贯彻落实科学发展观的根本要求。科学发展观，第一要义是发展，核心是以人为本，基本要求是全面协调可持续，根本方法是统筹兼顾。要深入贯彻落实科学发展观，一项十分重要的任务是实行环保优先，切实解决环境污染问题。为此，要正确认识我国环境污染的严重状况及其原因，采取有效措施切实加以治理。具体对策是：牢固树立三种观念——科学的发展观、正确的政绩观、新型的产值观，大力控制三种污染——工业污染、农业污染、生活污染，建立健全三项环保的法制和体制——完善的法律制度、统一的监测体系、多元的投资体制。

英文摘要:

Hu Jintao, the Secretary General, expounds the basic connotations of the scientific view of development and the basic requirements of its implementation in a systematic way at the 17th CPC National Congress. The most important point of the scientific view of development is development; its kernel is putting people first; its basic requirements are overall coordination and sustainable development and its cardinal method is overall consideration. In order to thoroughly implement the scientific view of development, one of the vital tasks is to give priority to environmental protection, and conscientiously solve the problem of environmental pollution. Therefore, we should have a correct understanding of the severe situation of the environmental pollution in our country and its causes and take effective measures to solve it in real earnest. The specific countermeasures are as follows: firmly fostering three views — the scientific view of development, the correct view of achievements in the official career and the new view of output value, vigorously controlling three kinds of pollution — the industrial pollution, the agricultural pollution and the living pollution and setting up three legal systems about environmental protection — the perfect legal system, the united monitoring system and the plural investment system.
