| 公民政治意识和国家意识形态是属于不同层面的政治意识，由此会导致它们之间的背离。公民政治意识和国家意识形态之间的背离，从表象上看是它们之间在意识形式、表现形态和结构等方面的差异和不同，但是从本质上看则是它们之间在利益指向上的不同和冲突。国家意识形态只有对背离的公民政治意识进行整合，才能确保其功能的实现。 |

| The civil political consciousness and the state ideology belong to different layers of political consciousness, which therefore results in the deviation in them. On the surface, the deviation is embodied on the difference and distinctness of civil political consciousness and state ideology in formats, features and configurations etc; but in essence, the deviation is for the sake of the distinctness and conflict between them in benefit. The state ideology would realize its function only when it has conformity to the deviated civil political consciousness. |
