| 解放思想是一项长期的系统工程，将解放思想见效于实际，必须加强制度建设: 首先，广开渠道，保障公民的知情权、参与权、表达权、监督权；其次，规范管理，确保领导决策程序的科学化; 最后，建立和完善科学有效的社会赏罚机制，培养和任用大批符合时代需要的各级领导干部。 |

| Emancipating the mind is a long term systematic project. To ensure its actual effect, system construction must be strengthened. First, it is necessary to broadly open up the channel to safeguard citizens' rights of knowledge, participation, expression and supervision. Next, regulating management is required to guarantee scientific decision making procedure of the leadership. Finally, we should establish and perfect a scientific and effective social award and punishment mechanism; raising and appointing the cadres at all levels who meet the requirements of the time. |
