| 互联网的诞生与迅速成长，为真正公共领域的形成提供了一种全新的平台，中国的网络空间亦已具备公共领域的雏形和基本功能。但现实的网络空间仍处于自然状态，存在诸多不足，受网民素质、行政监管、经济利益等因素的掣肘，尚未形成真正的公共领域。在避免治疗比疾病本身更糟的原则下，多措并举，网络的革命性功能将得到放大，从而有助于打造一个和谐的公民社会。 |

| Although the rapid developments of Internet provide a brand new platform for the real public sphere, the natural state of cyber space inhabits many defects. This is also true to China's cyber space which is not a real public sphere due to some constraints: low quality of netizens, administrative supervision, economic interests and so on. Should certain measures that are contributed to the healthy development of cyber space be taken, it will be helpful to the construction of a harmonious civil society. |
