| 在全球化浪潮及国内改革逐步深入的背景下,我国的文化软实力呈现出下降的趋势。学术界多从改革、开放、多元文化的角度进行解读，而笔者认为,制度创新的不足才是导致我国文化软实力不强的根源性原因。推进国有文化事业单位转企改制和投资主体多元化是提高我国文化软实力的重要路径。 |

| In the background of globalization and deepening domestic reforms, the cultural soft power in China shows a descending trend. While academic circles analyze the issue mostly from the perspective of reform, openness and multi culture, this paper argues the lack of institutional innovation is the fundamental cause. Pushing the reform of the state owned cultural institutions into enterprises as well as multi investment will be the key path to raising the cultural soft power in China. |
