| 在国外经济环境日趋恶劣的情况下，长三角地区企业的“低成本”竞争优势被不断上升的人民币汇率、通货膨胀所蚕食。后危机时期，自主创新已成为长三角城市新一轮发展的主要驱动力。以南京市为案例，在分析南京企业自主创新现状的基础上，指出影响南京企业技术创新能力的内部因素有科技资金投入不足，研发人员短缺，缺乏有效产学研合作机制，科技成果转化能力低等；外部制约因素则是政府财政扶持力度小，投入分布不均衡，金融信贷力度不够以及科技中介服务滞后等。而制度创新是提升城市企业自主创新能力的关键因素。 |

| In the background of worsening world economics, the "low cost" competitive advantage of Yangtze River Delta region enterprises has been eroded away by the appreciation of RMB exchange rate and inflation. In order to occupy a favorable strategic position in international economic competition in post crisis era, independent innovation has become the main driving force of Yangtze River Delta cities' new round of growth. Taking Nanjing as an example, on basis of analyzing the independent innovation situation of Nanjing enterprises, the paper finds that the intra factors which affect the technological innovation capability of Nanjing enterprises are the inadequacy of technology funds, the shortage of R&D employees, the insufficiency of research production cooperation mechanism and the difficulties of transferring from research outcome to product. The external obstacles are inadequacy of financial support, the imbalance of technology input, the insufficiency of bank credit and the backwardness of technology intermediary service. Accordingly, this paper proposes the path that can promote the innovation capability of Nanjing enterprises is mechanism innovation. |
