| 信息公开是建设服务型政府的基本要求，而突发事件中的政府信息公开，则更具有特别的价值。突发事件中政府传播公众急需的科学信息的行为，在行政法视阈下是一种行政指导行为。但介于政府传播科学信息的抽象性与具体性，一定情形下政府传播科学信息致害时需承担相应的法律责任。为弥补现行法律规制的缺陷，需在立法上进行完善，加强政府与科协的合作，并在救济途径和行政责任上进行适当创新。 |

| Government information disclosure is a basic requirement of building the service oriented government, and in the event of an emergency, it even has a special value. Government's dissemination of scientific information needed by the public in the event of emergency is a kind of administrative guidance, but the government should bear corresponding legal responsibility for the abstractness and concreteness of dissemination under certain circumstances. It is required of improvement in legislation, strengthened cooperation between the government and the science and technology associations, and appropriate innovation on remedies and administrative responsibility. |
