| 新中国成立后相当长时间内，在外交运作上，公民舆论基本处于缺席状态；改革开放后舆论开始介入外交政策与实践。从世界的经验来看，舆论会破坏精致的外交运作，但也会防止愚蠢的外交冒险——从大历史的宏观眼光来看，国运昌盛系于后者。伴随着中国政治体制改革的深入和政治文明的倡导，舆论将发挥更大的作用，与外交相互促进，良性互动。 |

| Public opinion had been absent from diplomatic affairs for a considerable time since the founding of PRC before it steps in since the adoption of the policy of reform and opening up. Seen from historical and global experience, public opinion disturbs delicate diplomatic operations while prevents stupid diplomatic risks. Viewed from the grand history perspective, this avoidance makes a country thrive. With the deepening of China's political reform and the advocacy of political civilization, public opinion will play a greater role and have a positive interaction and mutual promotion with diplomacy. |
