      美国科技人才策略在育才主体、揽才途径、用才方略、贮才机制等方面分别有着校企通育、技术移民、唯才是举、蓄养至上等显著特征。“他山之石,可以攻玉”,当代中国科技人才工作务必坚守创新为本培育人才、遴选人才德才兼顾、不拘一格使用人才、海纳百川贮备人才等建设方略,方可打造面向未来、竞争有力的中国科技人力资本强国。
英文摘要:
      In the USA, the talented are co trained by universities and enterprises, encouraged as skilled migration, considered as the sole standard and cherished with excellent offer. With these main characters of its sci tech talent strategies in terms of trainer, methods, employment and reservation for talents, the USA offers a valuable experience for China who should construct its own strategies with the following principles: taking creative ability as foundation, selecting talents of integrated qualities, using them regardless of any conventions, reserving all kinds of talents in order to build a promising and competitive country with its strong sci tech human capital.
