| In the USA, the talented are co trained by universities and enterprises, encouraged as skilled migration, considered as the sole standard and cherished with excellent offer. With these main characters of its sci tech talent strategies in terms of trainer, methods, employment and reservation for talents, the USA offers a valuable experience for China who should construct its own strategies with the following principles: taking creative ability as foundation, selecting talents of integrated qualities, using them regardless of any conventions, reserving all kinds of talents in order to build a promising and competitive country with its strong sci tech human capital. |
