| 安徽省淮河流域水污染治理融资方面存在历史欠账较多、治理资金匮乏分散以及使用不当等问题。结合目前国内水污染治理主要投融资模式“建设—经营—转让”（BOT）融资模式，提出政府应确立以企业为主体的市场化投融资和运营机制，加强水环境保护投融资项目运营管理，综合利用各种手段，实现污水统筹治理；综合运用BOT模式的优点，又切合实际地探索其他可行性强、针对性强的流域水处理投融资机制，例如建立排污权交易市场等，采取多元化投融资手段进行水污染防治。 |

| There exist problems of historical debts, lacking funds, scattered funds as well as improper use of funds in the financing for the water pollution control in Huaihe River area of Anhui Province. Based on the prevalent domestic BOT financing mode, this paper proposes that government should establish a market oriented and enterprises centered financing, investment and operation mechanism, enforcing the operation management of water control financing projects to achieve an overall wastewater treatment by integrating different measures, and that while taking advantages of the BOT model, it should explore other more feasible and targeted investment and financing mechanism for basin water treatment, such as establishing emission trading markets and diversifying investment and financing instruments |
