| 经济新常态下，以效率为中心的内涵式发展日益得到重视。为了客观准确地揭示江苏省农业信息资源的效率水平，运用数据包络（DEA）分析方法，以江苏省2013年的截面数据为基础，结合农业信息资源配置评价指标体系，从DEA综合效率、技术效率和规模效率3个方面，对2013年江苏省各地市的农业信息资源的配置效率进行了实证分析。研究发现，镇江、宿迁、苏州、无锡、常州、泰州6个地市的综合效率达到了生产前沿面，其余7个地市的综合效率均小于1。针对非DEA有效的地市，进行了松弛变量的冗余分析，结果表明，人员投入冗余的市最多，其次是信息基础设施、资金投入冗余，而信息资源投入冗余的地市最少，有效利用度较高。对DEA有效的地市，运用超效率DEA模型进行排序，发现镇江的超效率水平最高，这主要是由于投入的各种资源得到了充分有效的应用，尤其是资金和信息资源的利用效率较高。 |

| Under the new normal economy, increasing attention has been paid to efficiency-centered development. In order to assess the efficiency of the agriculture information resource allocation of Jiangsu Province, this paper constructs an evaluation framework of agricultural information resources, and analyzes the cross-sectional data of the prefecture-level cities in 2013 in the three dimensions of comprehensive efficiency, technical efficiency and scale efficiency. The main findings are as follows: the comprehensive efficiency of Zhenjiang, Suqian, Suzhou, Wuxi, Changzhou, and Taizhou has reached the production frontier, while the rest seven cities are DEA inefficient. For the DEA inefficient area, the results based on slack variable redundancy analysis show a least input of information resources but a most redundancy of human resources followed by the redundancy of information infrastructure and financial input. For the DEA efficient area, the results based on the super-efficiency DEA model reveal that Zhenjiang has the highest score, which is mainly due to the full use of all kinds of resources, especially the financial and information resources. |
