| 根据美国、日本、韩国、加拿大等动漫强国的经验，政府的倡导和支持是一国动漫产业发展的基础因素之一。我国动漫产业政策主要经历了三个发展阶段：主脑初立，政策发力；细化举措，规范管理；优化布局，驱动市场。这是一个从粗放向细化、优化的提升过程。经过十年的政策驱动，我国动漫产业的底盘雏形已经建立起来，产业基础环境也得到了根本改善。 |

| The experiences of the United States, Japan, South Korea, Canada and other countries with dynamic animation industry suggest that the governmental advocacy and support is one of the basic factors for the development of the national animation industry. China’s animation industry policies have mainly experienced three stages, namely “determine the core and set up driving policies”, “refine measures and standardize management” and “optimize layout and drive market”. This is an upgrading process from extensiveness to refinement and optimization. After a decade of policy promotion, the primary prototype for China’s animation industry has been built, and the basic environment has been fundamentally improved. |
