| 基于2009年至2014年江苏省13市的科技统计数据，采用数据包络方法DEA-C2R模型，客观地计算江苏省各城市的创新效率。计算结果显示苏南的创新效率较苏中与苏北有较大的优势，但13市的创新效率都是呈现上升趋势的。在此基础上，分析影响创新效率的因素，认为政府扶持、对外开放与经济发展对创新效率的提高具有促进作用，其中经济发展的积极作用最大，而产业结构的影响不稳定。 |

| Based on the scientific and technological statistics of the 13 cities in Jiangsu Province from 2009 to 2014, and by means of the data envelopment analysis (DEA) method of DEA-C2R model, this paper assesses the innovation efficiency of each of the cities and find that southern Jiangsu cities have much higher efficiency than the middle and northern ones, and that all the cities show an upward trend in the innovation efficiency. On the basis of the result, the paper further analyzes the factors that affect the innovation efficiency. It finds that the government support, the level of openness and economic development have a positive effect on innovation efficiency, of which the economy is the most important factor, while the industrial structure is not a constant acting factor. |
