      江苏交通运输业发展存在能耗总量大、民用汽车数量高、公路运输占比高、公共交通占比偏低等诸多问题。新常态下,为促进江苏低碳交通发展,应结合江苏实际情况,借鉴发达国家与地区的先进管理经验,制定明确的低碳节能目标,建立以低碳为特征的现代化城市交通。江苏发展低碳交通应协调交通与土地开发的关系,构建优化的城市公共交通体系和城市配送体系,以及制定合理的城市汽车保有量。同时,合理发挥政府、企业、社会公众三类主体的作用,以政府为主导,公益性组织与营利性企业、社会公众等社会多元主体共同参与,形成政府、市场、社会的有机整合。
英文摘要:
      During the development of transportation in Jiangsu, there are various problems, such as the high general energy consumption, the large number of private cars, the high percentage of road transportation and the low percentage of public transport. In the new normal, in order to achieve the development of low carbon transportation in Jiangsu, the suggestions are to combine the reality, to draw the more advanced management experience from developed countries and regions, to design a specific low carbon, energy saving target and to set up a goal for the modern city traffic characterized by low carbon. Meanwhile, to achieve the low carbon transportation development, it is better to coordinate the relationship between transportation and land development, optimize urban public traffic system and urban distribution system, and stipulate reasonable urban car ownership. Furthermore, government, enterprises and the public need to play proper roles, with government as the leader, and non profit organizations, enterprises and the public jointly participating to form an organic integration of the three mechanisms.
