| 由于互联网发展水平及国家治理理念等方面的差异，当今世界各国的互联网治理模式也各有不同。尽管如此，在时间维度上，不同国家互联网治理模式的演化路径呈现出明显的多元复合和统分协和的特点，具体表现为：从非政府化的治理转向政府管控，再向多主体协同的治理模式转变；同时，不同时期各国采用的政策工具又有所不同，特别是在政府主导的互联网治理阶段，形成了以中国为代表的行政管理导向和以美国为代表的市场导向两种主要的实践路径。 |

| Due to the differences of the Internet development levels and different national governance concepts, the Internet governance models in different countries are varied. Nevertheless, in the time dimension, the evolution paths of the Internet governance models in different countries show obvious integration characteristics of centralization and decentralization. More specifically, the models turn from non governmental governance to government regulation, and further to multi agent collaborative governance; at the same time, the policy tools adopted by different countries in different periods are varied, especially in the stage of the government regulation, forming the government oriented governance represented by China and the market oriented one represented by the United States. |
