| 网络空间规则的演变是一个新的时代命题。从新制度主义视角看，规则的生成和演进不仅受外部环境刺激，更是制度变迁的产物。制度通过学习来积累历史经验。组织基于惯例而学习并在学习过程中获得了某种能力，这种能力又与规则相关，并表现为两种技能：一种是组织在现有网络规则内部不断增强的工作技能；另一种则是组织在制定或改变网络规则方面不断增强的技能。 |

| The generation and evolution of network rules is a new issue of this era. From the perspective of new institutionalism theory, the generation and evolution of network rules is not only triggered by the external environmental factors, but a result of institutional change. Institutions accumulate historical experience through learning, while organizations acquire abilities by customary learning process. These abilities that are related to rules are of two skills: one is an ever strengthened working skill of the organizations in existing internal network; the other is a growing skill in setting or changing network rules. |
