| 非制度化利益表达的“合法性困境”使弱势群体非制度化利益表达呈现出弱组织化、非政治化和去标签化的特征。弱组织化特征体现了弱势群体在非制度化利益表达中既借助组织力量，又弱化组织形式，对各种组织保持高度警惕和拒斥的两难选择；非政治化特征则反映了弱势群体在非制度化利益表达中刻意弱化（或规避）政治因素可能带来的“意识形态风险”，确保行动逻辑“政治正确”；而去标签化特征则是弱势群体在非制度化利益表达中试图最大限度地避免自己成为社会“另类人”而被“污名化”所采取的行动策略。 |

| Vulnerable groups’ non institutionalized interest expression, due to its “legitimacy dilemma”, is characterized by a weakened form of organization, non political appeal, and de tagged expression. The weakened form of organization is embodied in that vulnerable groups take advantages of the power of organization but weaken its form; Non political appeal is reflected in that they intentionally weaken (avoid) the “political” factors in their expression to avoid “ideological” risks and ensure the “politically correct” in action; and the de tagged expression is the strategy that the vulnerable groups take to avoid being marginalized by the stigma from society in their expression of interest. |
