| 网络综合治理体系的构建需要整体性思想的观照和整体性治理范式的运用。构建网络综合治理体系，可以从生成逻辑、问题逻辑、思维逻辑、行动逻辑四个层次进行把握。其中，时代演进、矛盾转化、动能转换、方式演化构成了网络综合治理的生成逻辑，呈现出网络综合治理体系构建的历史必然性；网络空间问题的整体图景、网络综合治理体系的本质属性和现实镜像构成了网络综合治理体系的问题逻辑，呈现出网络综合治理体系构建的现实必要性；总体性思维、相关性思维、大数据思维、公共性思维、跨界融合思维构成了网络综合治理体系构建的思维逻辑，呈现出网络综合治理体系构建的方法科学性；主体合作共治基础上的思想引航、目标指向、手段规范的“一体三维”结构体系，构成了网络综合治理体系的行动逻辑，呈现出网络综合治理体系构建的路径可行性。 |

| The construction of an integrated network governance system requires holistic perspective and comprehensive governance paradigm. It can be approached from four aspects as generating logic, problem logic, thinking logic and action logic. Among them, time evolution, contradiction transformation, kinetic energy conversion and pattern evolution constitute the generating logic of the governance, presenting the historical inevitability of building an integrated network governance system; the overall picture of cyberspace issues, the essential attributes of the integrated system, and the reality mirroring constitute the problem logic, presenting the practical necessity of an integrated system; the overall thinking, related thinking, big data thinking, public thinking and cross border integration thinking constitute the thinking logic, presenting the scientific methodology of the system; and the leading thinking, target orientation and means standardization based on the principle of co governance of the main bodies constitute the action logic, presenting the feasibility of building such an integrated system. |
