| 供给侧改革“以人为本”的理论逻辑主线与城市社区治理和服务供给中“提升居民满意度、获得感与幸福感”的价值指向是相契合的，因此它是检视城市社区治理成效、推动治理转型的新视角。首先，在供给侧改革思路下发现城市社区公共服务的供给存在供需结构失衡、决策主体单一、制度供给不足的问题。其次，以社区居民需求的意愿识别、需求管理、成效评估为线索，建立城市社区公共服务供给模型。最后，提出为社区公共服务供给提供更扎实的主体保障、制度保障和技术保障，以服务促治理是供给侧改革视域下城市社区治理转型的核心。 |

| The main theoretical logic of supply side reform is “people oriented”, which accords with the core value of urban community governance and service supply,enhancing residents’ satisfaction, sense of well being and happiness. Consequently, supply side reform is a new perspective to review the effectiveness of urban community governance and promote governance transformation. Under supply side reform, it is found that the supply of public service in urban communities is characterized by the imbalance of supply and demand structure, the single decision making body and the insufficiency of institution supply. So based on the expression, identification, satisfaction and performance evaluation of the demands of community residents, a model of public service supply in urban communities is established, and it finds that providing a more solid main body security, institution guarantee and technical support is the valid approach of propelling urban community governance transformation. |
