| 20世纪80年代末期以来，公共部门管理范式发生前所未有的变革，过去占有绝对支配地位的政府管理模式已经难以应对社会发生的种种变化，如何高效地满足公民需求成为公共部门的重要议题。广义虚拟经济的发展给公共企业带来了新的挑战，同时也为政府管理模式的创新带来了新的转机。政府部门需要通过职能转变、角色转换、强化监督等,为公共企业的市场化进程保驾护航。 |

| Since the late 1980s, the government based management paradigm of public management sectors has undergone unprecedented changes. The government management model that used to dominate is difficult to cope with various changes in society. How to effectively meet citizens’ needs has become an important issue for the public sectors. The advent of the generalized virtual economy has brought new challenges to public enterprises, and it has also brought new opportunities for the innovation of government management models. Government departments need to escort the process of marketization of public enterprises through functional transformation, role transformation, and enhanced supervision. |
