| 中共中央国务院《关于加快推进生态文明建设的意见》，首次提出“绿色化”,并对政府生态管理提出了新要求。我国政府生态管理的特点是实行跨部门的综合管理，主要存在管理主体之间缺乏协调性，管理手段具有很强的行政管制惯性，管理视角狭隘，国际合作的参与度不深等问题。加强和改善政府生态管理，必须强化顶层设计，发挥市场优势，拓展管理视野，加强国际合作，通过多途径协同优化管理体系，增强综合效能，提高经济效益，使政府生态管理绩效水平稳步提升，生态环境不断改善。 |

| Opinions on Accelerating the Construction of Ecological Civilization by the Central Committee of the Communist Party of China has for the first time proposed “greenization” and put forward new requirements for the government’s ecological management. Chinese government’s ecological management is characterized by a cross department comprehensive management system, whose major problems lie in the lack of coordination between different departments, strong administrative control inertia, narrow perspective, and superficial participation in international cooperation. To strengthen and improve the ecological management, multi channel coordinated optimization system has to be built by strengthening top level designing, taking advantage of the market, expanding management vision, and strengthening international cooperation. Thus, the comprehensive efficiency will be enhanced, the economic benefit will be improved, and steady progress will be made in the performance of government ecological management and continuous improvement of ecological environment. |
