| 以江苏省各地级市的土地供应情况为研究对象，运用微观层面的土地交易成交案例数据进行分析。研究发现，江苏省13个地级市围绕着高新技术产业发展存在着明显的竞争行为，高新技术产业发展相对落后的地级市为了弥补差距，在产业供地方面不断加大力度。同时，江苏省土地供应存在效率损失，即供地最多的地级市，其用地集约度低于全省行业平均水平，产业用地规模的扩张是牺牲了用地效率带来的。因此，应有针对性地进行机制创新，推动区域间协调发展，抑制过度竞争带来的效率损失，推动区域间形成良性的竞合关系。 |

| This paper focuses on the land supply competition for high tech industries in 13 prefecture level cities of Jiangsu province. Using micro level data of the province, an empirical test was completed. The study finds that competition exists in the 13 prefecture level cities in the province, especially in the cities with relatively underdeveloped high tech related industries, where they try to make up by supplying more land. As a result of the land supply competition, the land use efficiency in the most supplied cities is lower than the average provincial level. It means that the increased land supply is dependent on the sacrifice of the efficiency of land use. Therefore, targeted mechanism innovation should be carried out, by promoting coordinated development among regions, curbing efficiency loss caused by excessive competition, and strengthening the formation of healthy competition and cooperation between regions. |
