      技术进步对不同投入要素的偏向性将带来不同的经济增长模式,偏向节能的技术进步是我国建设生态文明、促进经济可持续发展的重要支撑。采用随机前沿模型,在估算绿色全要素生产率的基础上,构建资本、劳动、能源消费的技术进步偏向指数,探讨1997—2015年我国省域技术进步是否存在节能偏向。研究发现:我国绿色全要素生产率总体上呈现增长趋势,东部区域的绿色全要素生产率年均增速高于中部和西部区域;在考虑资本、劳动和能源三种投入要素的前提下,我国省域技术进步整体上偏向于节约劳动力,技术进步的节能偏向并不显著;从时间趋势看,劳动-能源、资本-能源的技术偏向指数整体上都有所缩小,表明随着时间的推移,我国省域技术进步已经呈现出节能趋势。
英文摘要:
      Technological progress biased to different input factors will result in different patterns of economic growth. The technological progress that favors energy conservation is an important support for China to build ecological civilization and promote sustainable economic development. Based on the stochastic frontier model, this paper estimates green total factor productivity to calculate the technical progress bias index for capital, labor, and energy consumption, exploring whether there is energy saving bias in provincial technological progress in China from 1997 to 2015. The study finds that: Chinese green total factor productivity shows an overall growth trend. The eastern region’s annual growth rate of green total factor productivity is higher than those of the central and western regions. Taking the three input factors of capital, labor, and energy into account, Chinese provincial technological progress is biased toward saving labor as a whole, while the energy saving bias of technological progress is not significant. In view of time trend, the labor energy and the capital energy technology bias index has been reduced gradually, indicating that Chinese provincial technological progress has shown a trend of energy conservation as time goes on.
