| 乡村振兴中新乡贤的培育有益于自治、法治、德治相结合的乡村治理能力的提升，是应对民众参与不足问题及集体行动困境的关键所在。然而，当前新乡贤的培育面临缺乏支持、动力不足、制度规范缺失、乡村社会组织发展滞后等问题。为此，在新一轮的乡贤培育中，我们应规范乡贤认定程序，引导新乡贤的介入；重视乡贤精神激励，增强乡贤培育动力；健全新乡贤回归的保障机制；培育乡村社会组织。 |

| The cultivation of “New Able Villagers” helps promote the rural governance capacity of self governance, rule of law and rule of morality, which is the key to the problem of insufficient public participation and difficult collective actions. However, this cultivation is currently faced with obstacles of lack of support, insufficient motivation, lack of institutional norms and underdeveloped rural social organization. Therefore, in the new round of the cultivation, measures should be taken to standardize the procedure of identifying “New Able Villagers”, guide their intervention, attach importance to their ideological encouragement, strengthen the cultivation, improve the mechanism of their returning to the countryside, and develop rural social organizations. |
