| 对于小城市业主维权基本面貌和特征的把握，能够丰富对当前我国业主维权的整体认知。采用个案研究法，尝试建立并运用多元主体博弈动态分析框架，以Q市X社区业主维权行动作为研究对象，剖析整个业主维权过程，考察小城市业主维权状况。该框架强调从“多元主体博弈”和“动态”两个特征来看待业主维权，认为业主维权是在动态维权情境下多元主体相互博弈的过程。研究表明，当前我国小城市业主维权中业主的权利意识和行动力不断增强,业主维权呈现出一定的组织化和较强的理性，但维权的组织化程度不高，维权策略也不够成熟。要充分认识业主维权促进公民社会发展的积极功能，不断加强制度设计，为业主有效维权提供有力支撑。 |

| Grasping the basic situation and features of property owners’ rights protection in small cities facilitates a general understanding of the issue in current China. This research adopts case study method and builds a framework of dynamic analysis of multi subjects game. It takes the property owners’ rights protection movement of X community in Q city as subject, analyzing the entire process and exams the status quo of the issue in small cities. The framework is centered on understanding the issue from its two characteristics of “multiple subjects game” and “dynamic”, and takes it as a process of multiple subjects gaming under the dynamic development of rights protection. The case study shows that the property owners’ rights consciousness and action in small cities are constantly improving with certain organization and relatively strong rationality. However, it also finds that the organization is still underdeveloped and the strategy is not mature. The paper further suggests to fully recognizing the active functions of the rights movement of property owners in the development of citizen society, and to providing continuous strong support to the movement through system designing. |
