| 随着世界范围内越来越多的人讨论美国霸权的衰落与新兴大国的崛起问题，考察美国在继续维护其霸权地位、应对外部挑战时所表现出来的张力就成为了一个新课题。美国制度霸权的这种张力主要包括霸权国对规则体系的支配力、体系应对挑战的补偿力，以及输出预期效应的导向力。新兴国家寻求公正合理的国际新秩序，在应对制度霸权的张力时要做好长期而有效的针对性工作。 |

| With increasing worldwide discussion on the issue of the decline of the U.S. hegemony and the rise of emerging powers, it becomes a new topic to examine the tension that the U.S. exhibits in securing its supremacy against external challenges. This tension of the institutional hegemony is a resultant of the following components: the dominating force on institutional systems, the compensating force of the systematic response and the output oriented guiding force. If emerging powers seek a fair and reasonable new international order, long term and targeted preparations are required to deal with the tension of the institutional hegemony. |
