| 政策企业家不仅是理解和补充公共政策过程理论的关键变量和分析工具，也是公共政策跨学科研究的纽带与桥梁。将2013—2018年Web of Science核心合集数据库中关于政策企业家的文献作为分析样本,运用文献计量方法对政策企业家研究概况进行统计分析,进一步梳理和总结国外政策企业家理论的演进趋势和研究方向。研究发现，国外学术界围绕政策创新理论、政策执行理论、理性选择制度理论和社会网络理论，以企业家策略为研究中心，逐步构建新的理论路径解释政策环境、政策企业家以及政策变迁之间的复杂互动机制。国内学者们应该更多地关注中国改革进程中的政策企业家活动，构建具有中国特色的政策企业家叙事体系。 |

| Policy entrepreneurs are not only the key variable and analysis tool to understand and supplement the theory of public policy process, but also the link of transdisciplinarity. Using the literature on policy entrepreneurship in the Web of Science core collection database from 2013 to 2018 as the sample, this paper makes a statistical analysis of the study of policy entrepreneurship by using the bibliometric method, and further combs and summarizes the evolution trend and research direction of policy entrepreneur theory outside China. It is found that academic circles outside China focus on entrepreneur strategy, including policy innovation theory, policy implementation theory, rational choice system theory and social network theory, and gradually construct a new theoretical approach to explain the complex interaction mechanism among policy environment, policy entrepreneurs and policy changes. Domestic scholars should pay more attention to the activities of policy entrepreneurs in the process of China’s reform and construct the narrative system of policy entrepreneurs with Chinese characteristics. |
