| 太行抗日根据地创建初期，中共党、政、军各机关均建立了独立的交通组织，担负着各自系统内的交通联络任务。与此同时，具备普遍性和群众性特点的报刊发行网也在太行根据地广泛建立起来。随着根据地政治、军事形势的逐步稳定，中共的政权建设也不断加强，推动这些分散的交通组织集中起来，并与发行网相互融合，实现了交通工作的统一管理。在此基础上，民邮业务得以拓展，有资寄递开始实行。民邮业务的开办不仅为根据地广大军民的通信权益提供了重要保障，而且对交通工作的建设以及根据地各项事业的发展产生了积极影响。 |

| In the early stage of the establishment of Taihang Anti Japanese Base Area, communication organizations were independently established by the party，government，and military organs led by Chinese Communist Party. Over the same period civil newspaper and periodical network featuring great popularity have been widely developed. With the gradual improving of the political and military situation and strengthening of CCP political power, Taihang Base Area saw the unification of the communication organizations integrating civil newspaper and periodical departments, which promoted the standardization of communication management system and laid the foundation for the opening of postal services for ordinary people. In consequence, the establishment of a stamp system provided sufficient protection of the communication rights and interests of the masses, as well as a positive impact on the development of the communication work itself and various undertakings in the area. |
