      提升特色型大学内部治理有效性和办学质量效益,要加快大学内部治理的运行转向。从三个维度对特色型大学内部治理运行体系构建进行研究探讨:即坚持系统性思想、整体性思维,基于时代特征、中国特色、问题特点的现实逻辑维度;大学形态功能实现与内部运行治理独特属性相结合,以正确的价值取向为牵引,实现动力机制、平衡机制和调整机制的有机统一的理论逻辑维度;遵循中国特色现代大学制度,完善党委领导、校长负责、教授治学、民主管理、依法治校、社会参与的现代大学治理体系,加强学校党委全面领导和顶层设计,鼓励多主体共同行动,实现不同主体由协同向合作转变的行动逻辑维度。
英文摘要:
      To improve the effectiveness of the internal governance and the operation quality of the Universities with Characteristics, it is necessary to accelerate the turn of the internal governance. This study explores the construction of the internal governance and operation system from three dimensions, i.e., reality logic, theory logic and action logic. Firstly, it needs to adhere to systemic and holistic thinking, based on the reality logic of the features of the time, Chinese characteristics, and the differences of the problems; secondly, with correct value orientation, it needs to combine the realization of a university form functions with the unique attributes of its internal operation and governance, achieving an organic unity of power mechanism, balance mechanism, and adjustment mechanism in the theory logic dimension; and finally at the action logic level, it needs to shift from different parties’ coordination to cooperation under a comprehensive leadership and top level design by university party committee, following the modern university system with Chinese characteristics, and improving the modern university governance system with party committee leadership, president’s responsibility, professors’ academic governance, democratic management, school legitimate management and social participation.
