| 随着互联网移动化、平台化、社交化的发展，人工智能、区块链等新技术与之融合并进，不断挑战原有的网络治理模式。对“网络主权”概念、网络治理方法论争及网络治理现实路径进行梳理和思考，提出网络治理应在国家主权视域下，以人民为中心，充分运用法律、行政和技术手段，对互联网新问题进行有效应对。对内容进行穿透式监管、对金融创新产品进行沙箱监管、对数据共享进行脱敏跨平台监管，对网络黑产进行风险隔离监管，形成互联网治理的“中国方案”。 |

| With the development of Internet mobilization, platformization and socialization, and the introduction of new technologies such as artificial intelligence and blockchain, the original network governance framework has constantly been challenged. On the basis of combing and analyzing the concept of “cyberspace sovereignty”, the debate on Internet governance approaches and the path of Internet governance, this paper suggests that Internet governance should make full use of legal, administrative and technical means in addressing the emerging problems from the perspective of China national sovereignty. Based on the four aspects of Internet content, products, platforms and environment, it proposes penetrating supervision of content, sandbox supervision of financial innovation products, desensitization and cross platform supervision of data sharing, and risk isolation of network black products. These regulatory measures will make up a China's Plan on Internet governance. |
