| 近十几年，我国社会组织迅速发展，规模不断扩大，在国家治理中起到了提高公共政策质量、提升社会协同水平、创新精准扶贫方式、提供专业社会服务和发展慈善事业的作用。然而，目前我国社会组织的总量、能力和行为与国家治理现代化的要求尚存差距。要使社会组织更好地参与国家治理现代化实践，必须明确与中国特色社会主义现代化和国家治理体系及治理能力现代化相匹配的量大、质优、功能强的社会组织发展任务，采取有利于促进社会组织发展的科学举措，不断推进社会组织健康、稳步发展。 |

| In the past decade, China’s social organizations have developed rapidly and expanded in scale. In the national governance, they play an important role in improving the quality of public policies, enhancing the level of social collaboration, innovating targeted poverty alleviation methods, providing professional social services and developing charity and public welfare undertakings. However, there is still a gap between the total amount, capacity and behavior of social organizations and the modernization of national governance. To enable social organizations to better participate in the practice of modernization of national governance, it is necessary to make clear the development tasks of social organizations with large quantity, high quality and strong functions that are compatible with the modernization of socialism with Chinese characteristics and the modernization of national governance system and governance capacity, adopt scientific measures that are conducive to promoting the development of social organizations, and continue to promote the healthy and steady development of social organizations. |
