| 数字技术的快速发展与信息革命的深刻嵌入,催生了物理空间与数字空间相交互的社会形态，并日益生成了大数据算法与小数据挖掘相耦合的技术取向、去中心化与中心化相并立的构序场境、规则治理与代码规制相互补的约束原则。它们在社会建设进程中获得实践性展开，孕育生成了开放安全的数字生态圈、协同联动的多元治理圈和包容普惠的红利共享圈，社会治理理念日益成熟，共建共治共享的治理内涵更为饱满，为提高社会治理水平、提升国家治理效能提供了动力。 |

| The rapid development of digital technology and the deep embedding of information revolution have given birth to the social form of intersection between physical space and digital space, and increasingly generated the technical orientation of coupling big data algorithm and small data mining, the procedural environment of coexistence of decentralization and centralization, and the constraint principle that rule governance and code regulation complement each other. They have been practically launched in the process of social construction, and have bred and generated an open and safe digital ecosystem, a collaborative multi governance circle and an inclusive dividend sharing circle. The concept of social governance is becoming more and more mature, and the governance connotation of joint construction, joint governance and benefit sharing is fuller, which provides a driving force for improving social governance level and national governance efficiency. |
