| 在当前国内经济发展新常态、移动互联网快速发展、国际形势深刻变化的背景下，复杂多元的文化表征使高校意识形态工作面临凝聚共识、舆论斗争、阵地管理难度进一步加大的挑战。高校意识形态工作仍存在主体责任落实不平衡、网络阵地建设管理不到位、“三全育人”格局不完善等问题。为落实好立德树人根本任务，培养出能够担当民族复兴大任的时代新人，必须深刻把握、清醒认识意识形态工作的新形势，着力强化理论武装、巩固马克思主义指导地位，加强阵地管理、构建清朗网络空间，改进思想政治工作、巩固师生团结奋斗的共同思想基础。 |

| Under the background of the new normal of domestic economic development, the rapid development of mobile Internet and profound changes in the international situation, the complex and diverse cultural superficial characteristics makes the ideological work of colleges and universities face the challenges of consensus building, public opinion struggle and further increasing difficulties of position management. There are still some problems in ideological work in colleges and Universities, such as unbalanced implementation of main responsibilities, inadequate construction and management of network positions, and imperfect pattern of “three requirements for education”. In order to implement the fundamental task of building Morality and cultivating people and cultivate new people of the times who can shoulder the great task of national rejuvenation, we must deeply grasp and clearly understand the new situation of ideological work, strive to strengthen theoretical forces, consolidate the guiding position of Marxism, strengthen position management, build a clear and bright cyberspace, improve ideological and political work and consolidate the common ideological foundation of unity and struggle together between teachers and students. |
