| 构建以数据产权为基础的数据要素基础制度体系，其基本要旨是统筹推进流通交易、收益分配、安全治理协同发展的数据要素市场，协调和处理与数据生产力发展相适应的数字化生产关系。数据流通与交易制度应体现高效与合规，数据要素收益分配制度应体现效率与公平，数据要素治理制度要坚持安全与发展并重，构建政府、企业、社会多方协同治理模式。 |

| The basic purpose of establishing the data element fundamental system based on data property rights is to promote the data element market with coordinated development of circulation transaction, income distribution and security governance, and better coordinate and handle the digital production relations that adapt to the development of data productivity. The data circulation and trading system should reflect efficiency and compliance, the data element income distribution system should reflect efficiency and fairness, and the data element governance system should adhere to the equal importance of security and development, and build a collaborative governance model among the government, enterprises, and society. |
