建设安全韧性城市既是城市安全发展的现实要求,也是国家治理体系和治理能力现代化的重要体现。人工智能、大数据、物联网等数智技术的发展,使城市治理趋于智能化和数字化,城市更安全、更具有韧性,城市治理效能更高。数智技术赋能安全韧性城市治理主要遵循由现实空间转向赛博空间、由被动应对转向主动感知、由“九龙治水”转向“一网统管”的生成逻辑。数智技术在嵌入安全韧性城市治理的过程中带来了“全景敞视”的算法监控、“数字基建”的断网风险,以及“技术异化”的决策失误等潜在风险。可以从三个方面优化其路径:以算法问责提高城市人身安全、以风险预警思维提高城市基建安全韧性、以算法规制强化城市管理安全韧性。 |

the construction of safe and resilient cities is not only the practical requirements of urban security development, but also an important embodiment of the modernization of national governance system and governance capacity. The development of digital intelligence technologies such as artificial intelligence, big data, and the Internet of Things make urban governance more intelligent and digital, make cities safer and more resilient. Digital intelligence technology emp owers safe and resilient city governance, which mainly follows the generation logic of shifting from real space to cyberspace, from passive response to active perception, and from “nine dragons water control” to “one network unified management”. However, in the process of embedding digital intelligence technology in the governance of safe and resilient cities, it has brought potential risks such as “panoramic and open view” algorithm monitoring, the risk of network disconnection of “di gital infrastructure”, and the decision making error of “technological alienation”. The path can be optimized from three aspects: improving urban personal safety through algorithmic accoun tability, enhancing urban infrastructure safety resilience through risk warning thinking, and stre ngthening urban management safety resilience through algorithmic regulation. |
