| 在数字政府建设背景下，数据治理正重塑着政府内部运行逻辑。基于 B市机关事务智慧管理平台的案例分析发现，政府内部的数据治理主要通过三类机制实现：信息支撑机制借助数据整合与可视化呈现，实现基于数据比对的跨单位资源统筹，并支持运行风险监测预警。程序决策机制通过识别决策问题并提供解决方案，将数据校验与绩效反馈嵌入审批程序，使决策可追溯、可动态调整。规则触发机制在规则清晰、频次较高的事务处理中，可实现自动预警、匹配及流程推进，但其效力边界须由制度框架予以约束。 |

| Against the backdrop of digital government construction，data governance is re. shaping the internal operational logic of government. Based on a case analysis of the Smart Manage. ment Platform for Government Affairs in City B，this study finds that internal governmental data governance operates mainly through three mechanisms. The information support mechanism real. izes cross.department resource coordination based on data comparison via data integration and vi.sual presentation，and facilitates monitoring and early warning of operational risks. The procedural decision.making mechanism identifies decision.making issues，offers corresponding solutions， and embeds data verification and performance feedback into approval procedures，rendering deci. sions traceable and dynamically adjustable. The rule.triggered mechanism enables automatic early warning，matching and process advancement in handling high.frequency affairs with clear rules， yet its effective boundary must be constrained by institutional frameworks. |
