| 伴随着社会的发展，政府治理环境愈加复杂多变，地方政府信任危机由此出现。协同治理机制缺乏、政府治理能力不足、公民社会发育不成熟、多主体间互动互助不足等因素，会影响社会治理绩效，导致公众对地方政府的信任度降低，甚至引发信任危机。运用协同治理理论，从政府、公民、社会组织等多个主体出发，建立协同治理机制，规范各主体的权力运行机制，可以提升多元主体的治理能力，促进治理的协同增效，最终实现社会的有序发展。 |

| Accompanied by the significant changes of society, governance environment has become more complex and changeable, thus resulting in trust crisis for local governments. The factors such as absence of collaborative governance mechanism, inadequate governance capacity, immature civil society development, and insufficient cooperation and interaction between multiple subjects affect social governance performance, which further leads to lower public trust or even trust crisis for local governments. This paper, applying collaborative governance theory, suggests for the establishment of collaborative governance mechanism by means of involving multiple subjects including governments, citizens and social organizations, and standardizing the power operation mechanism of each subject. This will enhance governance capacity of multiple subjects, promote governance synergy, and ultimately achieve the orderly development of society. |
