| 基于韧性理论，从制度韧性、组织韧性、技术韧性、社会韧性四个维度分析突发事件应急通信保障系统存在的盲点。提出应加强应急通信保障体系顶层设计，优化应急通信保障组织建设，健全应急通信保障运行机制，构建保障能力评价指标体系，以建立健全系统化、科学化、常态化的应急通信保障体系，使通信系统及相关管理保障工作在面对突发事件时具备更强的抵御力、适应力和恢复力，开创风险治理新局面。 |

| Based on the resilience theory, this paper analyzes the blind spots of emergency communication support system from four dimensions: institutional resilience, organizational resilience, technical resilience and social resilience.It is proposed to strengthen the top level design of emergency communication support system, optimize the construction of emergency communication support organization, improve the operation mechanism of emergency communication support, and build a support capability evaluation index system, so as to establish and improve a systematic, scientific and normalized emergency communication support system, so that the communication system and related management support work have stronger resistance,adaptability and resilience in the face of emergencies, and create a new situation of risk management. |
